Looking
to the
Future
The Saskatchewan Heavy Construction Association and its members look for-ward

to working with the new Premier of Saskatchewan, Scott Moe.
We wish to congratulate Scott, who in late January edged out four other can-didates
and won a tight race to replace the retiring Brad Wall.
It was with the Wall government that our province’s infrastructure sector experienced tre-mendous
growth, thanks to a dedicated spending pattern. We anticipate that trend to con-tinue
under Scott’s leadership.
Throughout the course of the leadership race, we at SHCA felt as though Scott was “our
guy.” We believed in his commitment to infrastructure investment and in his plan to grow the
Saskatchewan economy.
We proudly support him in his stand against a federal carbon tax, as well as his ideas on
how to roll back the provincial sales tax on insurance. We believe this will be a positive move
for our sector.
We’re looking forward to sharing with Scott and his new cabinet in the next couple of
months the recommendations that will come out of our policy paper, “A Better Way to Build.”
Our industry is curious to see how the budget unveil in early April will impact this and the
next construction season. We will also be watching closely as the new premier looks at how
to bring the budget back to balance.
Despite challenging financial times in the province over the past couple of years, we are
thankful for the government’s continued dedication to infrastructure spending. After all, this
is how we grow.
The Saskatchewan Builds Capital Plan earmarked nearly $861 million for transportation
infrastructure investment in 2017–18, including $500 million to continue construction of the
Regina Bypass.
It is our hope that under the direction of Premier Scott Moe that the Saskatchewan econ-omy
will again flourish and that our industry will continue to aid in our growth and future
development.
