Rescinding the Ban
on Alberta Plates on
Government Work
Sites in Saskatchewan

In January, the Saskatchewan Minis-try
of Highways announced that they
are rescinding the ban on Alberta li-cense
plates on all government work sites.
SHCA has been working closely with the
Minister’s office throughout this process
and supports the approach the govern-ment
is taking to ensure all SHCA mem-bers
can bid work in Saskatchewan fairly
and competitively.
The Ministry of Highways has shared the
following update with the SHCA office, and
asked that we pass the following message
onto our members to provide further clar-ification
on this change.
The Ministry of Highways in Saskatch-ewan
will be requesting that the Alber-ta
Transportation Department implement
an anonymous tip line that will allow con-tractors
to report any incidents of unfair
procurement or business practices to the
Alberta government. The Saskatchewan
government will also be addressing any dis-parages
between the safety associations in
terms of reciprocity of safety certifications
and COR to ensure there is fair practice on
both sides of the border.
The Saskatchewan Ministry of Highways
will also be working closely with the
Ministry of Finance to conduct fleet au-dits
on all out-of-province contractor
work sites prior to the commencement
of work to confirm that out-of-province
contractors are accurately reporting on
all vehicles and equipment coming across
the border.
SHCA will be working with the Ministry
to maintain that contractors are able to
properly report any changes or adjustments
that may be necessary to their fleet in or-der
to have confidence that they will not
be found non-compliant. We realize there
are times and reasons beyond the contrac-tor’s
control where changes to the equip-ment/
fleet used to perform the work on
site may be required, so there will need to
be a protocol put in place to allow for that
to happen. The Ministry of Highways has in-dicated,
however, that if an out-of-province
contractor is caught cheating, it will be re-corded
in his contractor evaluation rating
and he may be restricted from bidding on
future work.
SHCA supports the changes that the
Ministry of Highways has made to their
policies and feel that they sufficient-ly
addressed the issues raised by our
Saskatchewan members. If you have any
